HB 1813 - Muni CD Accessory Dwellings

Legalizes accessory dwelling units (interior and backyard, including coach houses) statewide.

HB 1814 - Muni CD Zoning Middle Housing

Legalizes new housing with up to 4 units on residentially zoned properties in municipalities with 25,000 or more people, and up to 2 units in municipalities with more than 10,000 and less than 25,000 people.

HB 3256 / SB 2352 - People Over Parking Act

Prevents municipalities from requiring car parking in transit-served areas / Prevents municipalities from requiring car parking in transit-served areas.

HB 3288 - Affordable Communities Act

Legalizes new housing with up to 8 units on residentially zoned properties in municipalities with 100,000 or more people.

HB 3552 - Local - Accessory Dwelling Units

Legalizes accessory dwelling units (interior and backyard, including coach houses) statewide.

HB 1147 / SB 0062 - Build Illinois Homes Act

State tax credit program that would apply to affordable housing developments that are receiving Low Income Housing Tax Credits (LIHTC), that works as a kind of bonus for the financing of such a development.

HB 1843 - Muni CD - Zoning Limits (Roommates)

Legalizes Community Integrated Living Arrangements (CILAs).

HB 2545 - Supportive Housing Project Appeals (AHPAA)

Strengthens AHPAA.

HB 1429 - Bill of Rights Homeless

Prevents people from being fined or penalized for being homeless. This bill is a response to the Supreme Court decision in City of Grants Pass vs. Johnson, which upholds a prohibition on the criminalization of the basic activities of people experiencing homelessness.

HB 2999 - Local Zoning-Manufactured Home

Prohibits municipalities from banning manufactured homes. It would not apply to Home Rule municipalities like Chicago.

SB 1178 - Income Tax for Brownfield removal

Incentivizes brownfield remediation and development.

HB 3738 - Income Tax - Renter Credit

An income tax credit for lower income households that rent.

SB 1926 - Mid-Income Housing Grant Program

Establishes a 3-year pilot program to facilitate and fund housing rehabs in targeted communities.

SB 1927 - Funding Mid-Income Housing Grant Program

A companion bill for SB1926, to fund the grant program with $10 million.

HB 3466 / SB 1911 - Property Tax- Affordable Housing (AHSAP)

Property tax code amendment to extend existing affordable housing special assessment program. Chicago and Cook County are major participants in "AHSAP".

HB 3616 - IDHA-Affordable Housing

Amendment to AHPAA that would require IHDA collect more data.

SB 1859 - Climate Displacement Act

Creates the Climate Displacement Task Force for the purpose of making recommendations regarding climate displacement within the State.

HB 3146 / SB 2029 - Preserve Affordable Homeownership

Returns surplus equity in delinquent property tax estate auction to homeowner who lost their home in a delinquent tax sale. This bill is required so that the State of Illinois complies with the Supreme Court decision in Tyler v. Hennepin County.

SB 88 - HUD Approved Housing Counseling

Allows for the Illinois Affordable Housing Trust Fund to provide funding for housing counseling.

SB 2264 - Community Safety Through Stable Homes Act

This bill would prevent discrimination and protect renters from being unfairly forced from their homes due to local “crime-free housing and nuisance ordinances".

HB 3110 - Crime Free Housing

Bans crime-free housing reporting ordinances.

HB 1862 - Emergency Housing Program DHS amendment

Eliminate the matching fund requirement for emergency shelter and supportive housing services programs.

SB 1959 - Impact Fees

Amends the impact fee statute and says that impact fee advisory committees must be transparent about their members and meeting minutes and jurisdictions are liable to refund every impact fee if the jurisdiction does not comply.
