3) YOUR COMMUNITY: Is your district suffering from a housing shortage? Yes. Like many areas in Illinois, my district faces a housing shortage driven by restrictive zoning and rising costs. In addition, some areas are gentrifying rapidly, even further eroding affordability for long-time residents.

4) YOUR RECORD: Are there pro-housing policies or specific housing developments you have supported in the past that you would like to highlight?

I have long supported policies that are pro-housing throughout my career. Some examples include:
- People Over Parking Act – was included in the transit package, voted yes, passed by both chambers - Reduces parking mandates to lower housing costs and encourage development near transit.
- HB 3616 (Guzzardi) – voted yes, was signed into law - Improves data collection under the Affordable Housing Planning and Appeal Act and address gaps for “missing middle” housing.
- SB 2023 (Simmons) - voted yes, was signed into law - Adds minimum living standards for housing financed under the Illinois Affordable Housing Program.
- HB 3566 (Avelar) – voted yes, signed into law - protects minors from having eviction proceedings on their records
- HB 3564 (Syed) – voted yes, on Concurrence in the House – bans junk fees for renters
- HB 2545 (Guzzardi) – voted yes, remains in the Senate - Helps create supportive housing and independent living in communities with low affordability.
- HB 2621(Guzzardi) – Co-sponsored and voted yes, signed into law - Illinois Affordable Housing Omnibus of 2021 that created new incentives to provide affordable housing for low-income residents of Illinois, both through rehabilitation of existing properties and construction of new housing developments.
- HB 1843 (Ness) - voted yes, remains in Senate - Legalizes Community Integrated Living Arrangements (CILAs).
- HB 2755 (Tarver) – voted yes, signed into law - Property Tax-Affordable Housing (AHSAP) updates
- SB 1859 (Guzzardi) – co-sponsored, voted yes, was signed into law - Creates the Climate Displacement Task Force for the purpose of making recommendations regarding climate displacement within the State.

5) YOUR Plans: Housing costs are increasing for everyone, but renters in particular are bearing the brunt of this crisis, with many frequently spending 30, 40, and even 50% of their income on rent.

What can the State do to bring down prices for both subsidized and market rate housing, and what are some actions that you support in order to achieve that?

The State should end exclusionary zoning, allow ADUs, ease density restrictions, and cut red tape for housing approvals. These steps will increase supply and reduce costs. I have not voted on these bills yet but support them being passed into law:

- HB 1813 - Legalizes accessory dwelling units
- HB 1814 – Reforms zoning for middle housing
- HB 3288 - Affordable Communities Act
- HB 3552 - Local - Accessory Dwelling Units
- HB 1147 - Build Illinois Homes Tax Credit Act
- HB 2999 - Local Zoning-Manufactured Home
- SB 1178 - Income Tax for Brownfield removal
- SB 1926 - Mid-Income Housing Grant Program

6) Would you work on state legislation to end local exclusionary zoning that only allows for single family homes , and require municipalities to allow apartments and other types of housing in all residential areas?

Yes. I support legislation like HB 1814 and others listed above to eliminate bans on apartments and duplexes and create more housing choices.

7) What kinds of housing would you like to see in communities that currently have exclusionary zoning?

I support more housing of all kinds including accessory dwelling units, duplexes, missing middle housing, and more affordable housing.

8) Do you support “by right” permitting, where cities must make clear, objective zoning and building standards, thus allowing developers following these rules to build new projects without delay?

Yes. Clear, objective standards will prevent delays and reduce costs.

9) How would you increase funding for Affordable Housing?

I support expanding state funding streams, leveraging federal programs, and prioritizing development in opportunity-rich communities.

10) The Affordable Housing Planning and Appeal Act (AHPAA) requires every Illinois municipality whose housing stock is less than 10% affordable to develop plans to increase the amount of affordable housing in the community and allows certain groups to file appeals when affordable housing developer’s proposal to build new affordable housing is improperly denied by an AHPAA community. Since the law’s passage in 2003, enforcement of AHPAA has been uneven, with only 10 of 44 communities subject to the law submitting compliant plans in 2024 and no appeals filed despite affordable developments regularly collapsing in AHPAA communities.

How would you improve AHPAA’s planning and appeal processes to ensure affordable housing developers face fewer barriers when proposing and building developments in our state’s most affluent communities?

I would support legislation to strengthen enforcement, require timely compliance, and simplify appeals to ensure affordable housing proposals are not improperly denied.

11) Are there any particular social or affordable housing models you support and would like to emulate in Illinois? (e.g. Austrian Social Housing, Montgomery County, etc.)

Montgomery County’s inclusionary zoning is an interesting model I would like to be explored by Illinois policy experts.

12) What are common-sense tenant protections you support?

Just-cause eviction protections to prevent arbitrary or retaliatory evictions; Reasonable notice requirements for lease termination or rent increases; Relocation assistance for tenants displaced by redevelopment; Improved enforcement of health and safety standards to ensure habitable living conditions; Access to legal aid for tenants facing eviction or disputes.

13) Are there any active tenant protection laws in Illinois that you believe are not being properly enforced? How would you change this?

Enforcement of existing protections can be inconsistent. I would support stronger oversight and clearer processes to ensure compliance.
